I've not tried your test case, but I'm surprised this has anything to do with the CVS plugin given you don't have any features of the CVS plugin enabled on the screen and the error is being caused by the Jenkins core being unable to parse a JSON string (which itself doesn't seem to be JSON). Given another defect pointed at the CVS plugin causing problems which turned out not to be true, please check your findings.
