Sorry, I'm not very familiar with slaves and downstream builds from a plugin development perspective, but if anyone is able to come up a with a patch that fixes it, simply fork https://github.com/jenkinsci/htmlpublisher-plugin and issue a pull request and I'll happily merge it in!
