With the safeRestart option Jenkins will go to shutdown mode and will not trigger new builds.
Jobs depending on downstream jobs (which will not be triggered once Jenkins is in shutdown mode) will never end. Builds will never finish if the downstream jobs can't start and Jenkins will never restart...
Best option might be to let downstream builds to be triggered in shutdown mode but not to start new upstream builds.
