Set LANG to the same value in your build script. If Jenkins is started as a launch daemon, the environment not set up similarly to the environment of a full user login environment. I do not consider this a bug in Jenkins. I'm closing this ticket now. If you did in fact run Jenkins inside a logged-in user session, please re-open this ticket and provide more information on how Jenkins is installed and run.
