Jens Brejner resolved JENKINS-16487 as Not A Defect Promotion Level being set to INITIAL It is not the plugin that creates the attribute. ClearCase does it always to each newly created baseline. Later in the process the value of it can be changed to the other values that are available in the PVOB. To test, you can create a new pvob - or a component and stream which is not found by ccucm plugin.
