The error you posted above is one coming from AWS. If AWS responds with a "Stack already exist" exception then must likely they are right. Stack names MUST be unique, the stack json definition document can be the same but the name must be unique. If you can please paste the stack trace of the error that will show in the jenkins.log file of your jenkins installation.
Let's first figure out what your problem really is and then we decide what to do with this ticket.
