In fact, I came out ahead this problem by not using GIT_COMMIT. I abandon GIT_COMMIT because I DO want to test the revision which pull request merged. I run Jenkins by using Git Plugin in debug mode, so I figure out older GIT_COMMIT is set. But I don't find which plugin is wrong...
