Note that this is not a login banner but the comment in the SSH protocol version exchange, which is normally used for a server implementation name.
According to RFC 4253, this comment section can be only up to 255 chars, so 512 bytes are plenty.
Note that you'll also see this error if something other than SSHD is running on port 22.
