  • Allow plugins to express whether a restart is required and drive the install form based on this
  • If Download and Install after restart will always work, make it the clear default choice (leaving the install without restart as an advance option for Jenkins admins who understand the implications). Once nice UI for this option might be a "pulldown button" which defaults to the safest option, but which allows you to select the other options....or you can just color the buttons so that one is clearly the suggested choice.
