Can you elaborate a little more, and perhaps give more information on your environment, please?
Are you still experiencing this issue? (BTW, big sorry for taking so long to work on your issue)
You mentioned you have upgraded from 1.9.3 to 1.9.6. But the 3.5 testlink-plugin was not supposed to work with 1.9.3. Were you using the 3.5 plugin with TestLink 1.9.6? Are you sure you have no customization in TestLink?
I have just set up a job with TestLink 1.9.7 and Jenkins, and the only thing I noticed was the new XML-RPC API URL in the 1.9.7.
