I can now restart Jenkins and it is working properly again, what worked is to delete the "war" direcory inside the Jenkins config directory. Did a tree diff and the only differences seem to be that the reconstructed directory does not contain five files, which have a date from today, at the time were the server was restarted:

cli-1.509.jar
jenkins-core-1.509.jar
windows-slave-installer-1.2.jar
remoting-2.23.jar
staper-adjunct-zeroclipboard-1.0.7-2.jar

There are also newer versions of every of these files in both directories. The timestamp are about from the time the server restarted and have not got the jenkins server user as owner, so my guess is that someone has messed around and tried to start the service with a different user because the start up or something has taken them too long. So it is not a Jenkins problem... just the error message is not too helpful.
