Some more details:
When in 1.28, the build job that had the artifacts (Job A) was at the top level of jenkins (not in any folder), while the downstream job (Job B) was 2 folders deep.
This issue was fixed by reverting to 1.27 of the CopyArtifact plugin.
However, even in 1.27, I can get the same issue to occur if I move Job A into a subfolder.
