It is expected behavior to use a Resource Pool for creation of a VM. The alternative was to use either a Host or a Cluster AND specify a Resource Pool, which lead to issues during the UI and deployment phase if the proper values weren't chosen. It was far more reliable and simpler with less chance of human error to just require a resource pool.
