I looked at implementing this, but it's pretty pointless.
You're not likely to enter "4.1.2" in your config; either you will use the correct version "4.1" or "android-16".
Otherwise, we would have to add all the intermediate versions to the code, or if we do matching with hudson.util.VersionNumber, we would be allowing non-existent values like "4.0.9" which doesn't make sense.
