I'm not sure that i was clear enough and that you understand me so i created two use case scenarios, first represent current situation and second afrer implementation of this feature.

Use case 1:

Imagine that there is configured 15 jobs and for all of them "Max # of builds to keep" is set to 5.
Then more money is invested in infrastructure and storage space has been increased.
Now it is necessary to reconfigure each one of 15 jobs to set "Max # of builds to keep" to 10.

Use case 2:

Imagine that [Global property] maxNoOfBuildsToKeep is defined and set to 5.
Also there is configured 15 jobs and for all of them "Max # of builds to keep" is set to ${maxNoOfBuildsToKeep}.
Then more money is invested in infrastructure and storage space has been increased.
Now it is necessary only to reconfigure [Global property] maxNoOfBuildsToKeep to 10 and all 15 jobs will be affected.
