Not sure what the bug here is supposed to be, it's simply just a fundamental issue with processes not running as root on Linux. There are solutions, but those are not (easily) available to Java programs.
The setting can be changed to pretty much any value between 1025-65535.
Which Jenkins version does this occur with?
