I'm pretty sure the use case is not common enough to warrant a core change, and bundling new plugins is a massive can of worms (and now only done for backwards compatibility).
Worry not though, the Jenkins default install has everything you need to build the plugin, except maybe the Git plugin. Set up a Maven installation with auto-installer of version 3.0.5 or newer in the global config, create a maven project, specify the Git SCM URL https://github.com/daniel-beck/clear-queue-widget to check out, and save. Click 'Build' and wait a minute or so.
