Since Extensions aren't reloaded, their (Descriptor) configurations aren't either.
Could probably try to call all Descriptors' load() when reloading config, but that'll wreak havoc on any Descriptor not expecting that.
I tentatively vote to resolve as Won't Fix due to high risk / low gain.
