Description:

In JENKINS-24032 , a link to restart page was removed, but if we try to restart it manually ( jenkins_url/restart ), it again asks whether I want to restart Jenkins or not, and then throws the same exception as in the ticket mentioned above.
From my point of view, the only way to restart Jenkins installed not as a service should be to do it through jenkins-cli
