Checking out from branch tip for individual files is not a normal mode of operation in Integrity. I would have to review your process as a whole as this type of activity is far from what we would recommend as "best practices".
That said, if you insist on wanting the checkout from branch tip, then I strongly suggest you investigate the use of 'Development Paths' (project branches) to create a configuration (Update Member Revision - F7) that would include all your 'Branch Tips' in this special development path.
Then you can pass in the 'configuration path' for this development path to the Jenkins plugin and you'll get the behavior you seek.
