Hi,
I could also reproduce this issue with Jenkins version 1.609, and Delivery Plugin 0.8.11. The platform is a FreeBSD 10.1-RELEASE-p9 with OpenJDK Runtime Environment (build 1.7.0_76-b13). As a workaround we are triggering the manual step from the Job itself using the "Build with Parameters" option and adding the parameters values also manually. Attached is an screenshot of the options we're using to make it possible.
