You configured authentication to the Jenkins UI. It has nothing to do with the user account jobs are run as, which is the same account who is running Jenkins' java process.
If you installed it as a service on Windows and didn't change it in Computer Management, Jenkins is running as SYSTEM. As to access permissions for the files created by Jenkins -- it's basic Windows NTFS permissions.
