It could be a known tables to divs issue in one of the plugins you have installed. If that plugin is used in the job, it could stop save and apply when other jobs are still able to save and apply.
See the detailed steps at https://community.jenkins.io/t/migrating-jenkins/894/5 If those steps don't work, then you can open an issue on issues.jenkins.io, provide the list of plugins installed and their exact versions and see if someone is willing to try to duplicate the problem.
