I can't duplicate the problem on any of the paths that I've tried.  I've 
downloaded from:

   - https://get.jenkins.io/war-stable/2.492.1/jenkins.war (the URL 
   from https://www.jenkins.io/download/) 
   - https://pkg.jenkins.io/redhat-stable/ for the rpm package used on Red 
   Hat and compatibles
   - https://pkg.jenkins.io/debian-stable/ for the deb package used on 
   Debian, Ubuntu, and compatibles

If you download a second time, is the behavior the same? 

What is the full URL that you're using for the download?
