Ed replied,
        ???  The main pulley on the front of the engine should
        have a TDC mark on it already.  And the engine front cover
        (holds the front end oil seal) should have timing marks on
        it in 10 degree increments.
My comment:
If Frank has the wrong front cover for his engine, timing as indicated
_there_ will be 10^ off.

Ed replied,
        That's because the spec for timing at idle isn't 0 degrees,
        it's more like 13 degrees advance (sorry, I don't have the exact
        figure at hand).
My comment:
Car should run well with a static timing around 8^ BTDC.  If vacuum retard
is hooked up this typically becomes 3^ BTDC at idle.  Timing should be set
with distributor vacuum line disconnected and plugged.

My comment:
If this is the engine where the timing belt flew off, there might be bent
valves etc.  A compression check, ideally after the engine warms up, would
prove or disprove this.  If the engine won't run long enough to warm up,
squirt about 10cc of motor oil into each spark plug hole and crank the
engine for a few seconds before making your measurements.
