Mike - sounds like a great solution to those 'bumper-sniffers' that follow too close. Mount it under the rear bumper pointed a little upwards, and wire a solenoid to a dash mounted button!

Other opaque substances would be possible for the hard to discourage!

Closest I have ever actually come to this sort of thing was an MG with a spark plug and coil mounted under it, at the end of the tailpipe (not my car, I hasten to add). Switch off at open throttle for a moment or two, and then switch on - this did two things, caused a couple of feet of flame and a loud bang to be emitted from the rear of the car, dissuading those following too closely, and with a week's use or so, caused all of the baffling to also be emitted from the tailpipe.
