Andrew-

Both the horn switch and the washer switch work the same way.  All of the switch
mechanism and electrical contacts are out at the very end of the stalk.

You will notice a slight "convex dome" on the end of each control stalk in question.
To access the internals of either switch, grip this "convex dome" and unscrew it.
Only the very tip of the black plastic will come out.  (i.e. the "domed" end...)

At this point, the function is quite straight forward.  A good cleaning and slight
adjustment of the contacts is usually all that's required.  Maybe a tweaking of the
spring tension to increase or decrease resistance.

One word of caution...  Be careful as the domed tip comes loose.  I can't remember if
all the parts (springs, contacts, etc.) are captive, or if they are loose and subject
to being launched across the room.
