Jess does not have a built-in learning mechanism, but you can use other learning systems and make them learn the rules for Jess.

I use an adapted version of Quinlan's ILP (Inductive Logic Programming) system FOIL (First Order Inductive Learner). In principle, FOIL learns logic programs consisting of a set of Horn clauses (most often one clause, actually) that can be used as Jess rules. Originally, FOIL outputs its rules in Prolog syntax. You can either parse that and generate Jess code afterwards or you adapt the FOIL output routines in order to directly create Jess rules.
