Page 98 just *mentions* the "test" conditional element; it refers you
to page 113-114, where test is described in detail. Read that section;
it explains how you need to call "(reset)" before a rule like this
will work, and why. Read 7.3.3 (pages 111-113) too -- or even first --
because the detailed discussion is in 7.3.3, and much of that applies
to (test).
