Try disabling the BIRT feature and restarting Eclipse. As a temporary solution, 
this may prevent the BIRT plugins from interferring with Jess.
Under the menu: Help > Software Updates > Manage Configuration
Find the BIRT feaure and click Disable on the right-hand panel.
