The on/off flags indicate how they will be used. Do you want the option of separate notifications of new users from the approval emails? If so, I presume these would be sent upon the user being accepted? I'd prefer not to do this at this stage; a) cos I don't need it, b) the change is big enough already that I want to minimise the initial patch for it.
