Some options: 1) You can use the IFramePortlet and pass the URL of the PDF. It is the browser that will render the image from the PDF.
2) You may be able to embed the PDF using HTML's <object>. In this case use a velocity portlet to generate the HTML, with the <object>. It is the browser that will render the image from the PDF.
