Matthew,
Please make sure that your jetspeed.xml configuration file is installed in the correct location. For Tomcat5, it should be installed in $TOMCAT_HOME/conf/Catalina/localhost. For Tomcat4, it should be installed in $TOMCAT_HOME/webapps.
