WebContentPortlet displays multibyte characters as garbage.
Steps to reproduce:
1) Login as admin
2) Move to p002.psml
3) On SSOWebContentPortlet, type "http://www.yahoo.co.jp"; into SRC field and
click Save buttton
The content is displayed as garbage.
