You probably didn't fill in the correct build.properties values for: org.apache.jetspeed.services.autodeployment.user and org.apache.jetspeed.services.autodeployment.password These two need to match a user/password configured in $TOMCAT_HOME/conf/tomcat_users.xml with a role "manager".
