resource-bundle not work in portlet.xml

I have definie a resource bundle for my portlet in portlet.xml with following
properties:
javax.portlet.title=myPortlet
javax.portlet.short-title=myPortlet
javax.portlet.keywords=myPortlet
javax.portlet.description=This is my portlet.
It looks like the resource was load on the first deploy of the portlet (only
there is no portlet-info tag in portlet.xml). If I change the properties and
redeploy, the changes will not be shown.
