Internal Error upon adding a new user

Not possible to add new users.
STEPS:
Logged in as admin, switch to the Security Administration space, then navigate
to User Management.
User Browser portlet should be in view, then enter New User Name:, Password:
and click Add User (you may want to check that Profiling Rule is empty before
you click)
After hitting the button, the perspective changes to a page where Internal
Error is displayed, there is also a Return to home page link, which, if used,
leads back to the User Browser portlet.
Under the User list, a link is found for that specific user, so although there
was an Internal Error it has been (even partly) created.
Further attempt to log in under that user name will lead to the following
message displayed by the Login Portlet portlet: 'Invalid password'. While a
LoginException occurs (see LoginException in attachment)
ALSO:
The jetspeed.log file contains the following:
ERROR
[org.apache.jetspeed.om.page.psml.SecurityConstraintsImpl.dereferenceSecurityConstraintsRefs():318]
dereferenceSecurityConstraintsRefs(): Unable to dereference "users" security
constraints definition.
