Portlet Maximize button relocates when pressed

The Maximize button switches its place with that of the Minimize button after
it's pressed.
STEPS:
- pick a portlet that has at least the Minimize (triangle pointing down) and
Maximize (triangle pointing up) buttons
- note the position of these buttons: Minimize is on the left side of Maximize
(state1)
- press the Maximize button
- note the Minimize button is moved to the right of the Restore button
(Restore is just the state of Maximize after it is pressed) (State2)
EXP: that the Maximize button stays on the right hand side of the Minimize
button after it gets pressed (State3)

Note that State3 is not a real screenshot, it's a collage showing what I was
expecting to see.
