Portal Site Manager - Menus Panel should not appear for Menus

STEPS
- under Space "Jetspeed Administrative Portlet",
- under Page "Portal Site Manager",
- select /Administrative
- click Tab "Menus"
=> note besides the initial treeview an additional one with the elements
Menus, space-navigations and space-links
=> note also that, when the element Menus is selected, a placeholder [Panel]
is shown
- click to select one of space-navigations and space-links
=> note this time the Properties Panel appears and is populated with Values
- select the element labelled Menus again
=> note that the Properties Panel remains, is not empty, and the values
reflect the previously selected menu, space-navigations or space-links. To
verify this click on space -navigations, then Menus, then space-links, then
Menus again
EXP: when selecting Menus after having selected space-navigations or
space-links, the Properties Panel should not present any such information
