Currently, the tab selection is stored in the cookie, but the cookie doesn't
seem to be replaced; it seems to just to add one more cookie like this:
toolboxtab=portlets; toolboxcat=News; toolboxtab=theme; toolboxcat=News;
toolboxtab=theme; toolboxcat=News;
