I have verified that there is no regression in customizer behavior from 2.2.0 
to 2.2.1 trunk: (the page/folder name, title, and short title fields are always 
blank entry fields).

Changing the title and short title for folders and pages resulted in immediate 
PSML and interface changes. Note that changing the folder title alone may not 
be visible in the interface depending on the page menus. Folder short titles 
are normally visible in the breadcrumb menu. Page titles are visible in the 
browser window chrome and page short titles are normally visible in the tabs 
and breadcrumb menus.

I was unable to reproduce the "one change out of sync" issue in 2.2.0 or 2.2.1 
trunk. If you can provide a more detailed set of steps to reproduce the issue, 
feel free to reopen this along with the instructions.
