As result of some further optimalization in the core of the Jetspeed engine, a
PortletWindowRequestNavigationalState is not always automatically created
anymore before rendering the portlet.
As access to the PublicRenderParametersMap for a portlet is derived from and
retrieved through the PortletWindowRequestNavigationState it has to be created
in process if it doesn't exist yet.
