I think the point, that is trying to get across is the same point that many people have posted. Users want the ability to click on a link or button inside of a portlet and have their info popup inside that portlet area, not taking up the entire page or even opening up in a new window.
I hope that the point is a tad bit clearer. SO i guess the word to used in his message was portlet instead of portal.
