I'm not much of a classloader guru, but have you tried

o- rebuilding with "ant rebuild" in the Jetspeed build/ directory

o- reinstalling your JDK and then rebuilding

o- installing Sun's 1.3.1 JDK and then rebuilding

o- in the catch block around the bit that fails, print/log
System.getProperty("java.class.path","."); to see if you're picking up any
jar files you weren't expecting

Just brainstorming...
