One issue on this, correct me if I am wrong: Jetspeed assigns you to the Jetspeed group when create a user via an entry in the USER_GROUP_ROLE table. All permission checks and I believe role checks are based on this. A user must have a user role and belong to Jetspeed group in order to Customize.
