I used the same table structure in top.vm, i just modified like this:
<a href="$link.setAction("controls.Customize")?reset=on" border="0"><img
src="$clink.setURI("images/customize_acct.gif").Absolute" /></a>
I already tried removing the bar, doesn't make any difference and changing the colors
on the css file for <a>
doesn't change anything. If I remove the <a href tag then the gif shows without the
border.

which led me to believe it was related to css, but I'm not calling any class
with a navy border.
