Until now, there is only a couple of services which gives some methods to access to a repository.
In this rep, you add all cms object you want (XML, HTML, binaries like Word, ...).
You can even create you specific CMS objects. So, yes - you can use this service for a document repository.
Concerning the order document management areas, I have build a Webdav action which sound good but there is almost nothing else. I'm also interesting by the document management for my own project but I expect Jetspeed is not really concerned by that. Anyway, we can find a lot of common features between CMS and document management (at least the repository).

Currently, David propose to work with Fulcrum. So, no problem, you can integrate fulcrum framework in all web application.
