jetspeed_home=/Projects/tomcat-4.1.27/jakarta-tomcat-4.1.27/webapps/jetspeed
> catalina_home=/Projects/tomcat-4.1.27/jakarta-tomcat-4.1.27

The problem is that the jetspeed_home is pointing to a directory under
Tomcat.
The tutorial expects for Jetspeed to exist outside of Tomcat, and for
Jetspeed to be deployed into Tomcat
