Hi Anthony,

It seems that certain versions of Tomcat have a bug. Initially, I was using the zip 
version of tomcat. So I downloaded the exe installable version of tomcat 4.1.30 
(http://mirrors.mix5.com/apache/jakarta/tomcat-4/v4.1.30/bin/jakarta-tomcat-4.1.30.exe)
  and then everything started working fine.
