Just a note (because it cost me a whole day to investigate/fix). If you have a build.properties in your %user_profile that has "maven.repo.remote=" in it. Be aware that it will override the one that Ate edited/updated in your JS2_home. So, that when somebody days later on some other project (like struts itself) removes the struts-1.2.1.jar from ibiblio [they are having a fine conversation on why it should not be on ibiblio yet] then you won't be able to download the struts.jar and will fail the builds.
